Evaluation results are only as good as the data collected. To end up with high quality data, it's important to:

  1. define what you want to know
  2. determine your sample
  3. understand the cultural environment you'll be working in
  4. develop and test the instrument
  5. recruit, train and monitor data collectors
  6. organize team logistics
  7. and collect the data
